Perth Airport Consents - Building applications

Information on applications for building activities at the Perth Airport Estate

Background

Land use planning and building control at Perth Airport is regulated by the Commonwealth Airports Act 1996 (Act) and Airports Building Control Regulations 2025 (ABCR). All building approvals for building activity on Perth Airport land are issued under the Act and ABCR as well as applicable State Regulations.

The regulations define a building activity (Section 98 of the Act) as:

  1. Construction of buildings or other structures
  2. Alterations to the structure of buildings or other structures
  3. Undertaking, constructing or altering earthworks (whether or not in relation to a buildings or other structures.)
  4. Undertaking, constructing or altering engineering, electrical or hydraulic works (whether or not in relation to buildings or other structures)
  5. Demolishing, destroying, dismantling or removing:
    • Buildings, or other structures
    • earthworks,
    • engineering works,
    • electrical works and
    • hydraulic works.
  6. Undertaking land clearing, or
  7. An activity of a kind prescribed in the regulations.

    Structures include:
    bridges, fences, towers, pylons tents and other temporary structures.

    Earth work or engineering works include:
    runways, taxiways, aprons, roads, surface carparks, retaining walls, dams, railways pipelines, roads and tunnels.

The ABCR establishes the way applications are made for approval of building activities. Before any building activity is commenced on Perth Airport land, a permit under the provisions of the Act and the ABCR must be obtained from the Airport Building Controller (ABC). The ABC is appointed by the Department of Infrastructure, Transport, Regional Development, Communications and the Arts (Department) and is a separate entity to Perth Airport.

Additionally, a Perth Airport Consent Approval must also be obtained from Perth Airports Consent team prior to commencing any building activities.

 

Building Application Process

As per ABCR 2025 the building application process consists of two separate applications:

  1. Perth Airport Consent (PAC) application, and
  2. Airport Building Controller (ABC) permit.

A Consent APP process has been established at Perth Airport to assist applicants seeking approvals for building activities. The PAC and ABC applications can be submitted at the same time, please note the PAC approval is required prior to the ABC assessment process commencing.

Important:
When submitting a PAC application and an ABC permit application, please ensure both applications are identical to support timely assessment.

Details of every Application on the Perth Airport estate is recorded on the Building Register (see register below).

Perth Airport Consents

Perth Airport assesses the PAC, and takes into consideration:
Aviation safeguarding; security; leasing; environment; historical heritage; Aboriginal heritage; work health and safety; airport operations and more, including:

Perth Airport will approve or decline a consent application within 28 calendar days after we receive all required information and fees.

A Perth Airport Consent Approval is valid for 3 years from the issue date. It can be extended by 1 year and a further 1 year extension (subject to Perth Airport approval). If you need an extension, contact Perth Airport at least 1 month before your approval expires. Extension fees apply. See the Invoice Payer Details Form for the extension fee schedule.

All construction work must be carried out within the Consent Approval's valid period on the consent approval.

All prospective applicants are encouraged to contact the Perth Airport Consent Team for an initial discussion and guidance prior to lodging an application.

Steps to submit a Perth Airport Consent Application

  1. Please coordinate with the Consents Team to discuss the project and for appropriate guidance.

  2. Download and complete a signed Documents Checklist and Declaration Form.
  3. Download and complete an Invoice Payer Details Form.
  4. Read and understand the Post Approval Considerations.
  5. Lodge the application via the Consent Application Portal below along with the applicable supporting documents and declaration, including the forms referenced in items two (2) and three (3) above.

The portal allows the upload of a maximum of five (5) separate files, with each file not exceeding 65MB in size. To ensure a comprehensive submission, we recommend compressing multiple files into a single zipped file.

Useful information for an ABC Permit

The ABC assesses the building activity under the ABCR 2025, National Construction Codes and Australian Standards.

  • There are circumstances where the ABC may deem that the proposal does not require a permit from their office. This does not preclude requirements for a PAC. If the ABC has determined a permit is not required, please ensure that the Perth Airport Consent Team is aware of this decision; the Consent Team can then determine whether a PAC is applicable.
  • All applicants must request a Certificate of Compliance (CoC) from the ABC via ABCO once the building activity is complete. This request prompts the ABC to inspect the site (as required) and issue the CoC.
  • Failure to request a CoC is non-compliant and may result in infringement action and/or penalties.
